A U.S. citizen, is a leading figure in the international bio-feed sector and founder of GoeGoe Honglin Group. He graduated from the Graduate Institute of Business Administration at National Cheng Chi University (NCCU) in Taiwan, where he later served as a lecturer in the Department and Institute of International Trade at the University's Research Center for Public Administration and Business Management. He subsequently pursued a doctoral degree at Indiana University in the United States.

In 1985, he founded Ocean Star International, Inc. in the U.S., and built a port and production plant on the Great Salt Lake in Utah, laying a solid foundation for its leading position in the industry. The company specialized in the harvesting, drying, and other production processes of Artemia cysts, which hailed as "floating gold" by U.S. media. Through self-study and research-based experimentation, he holds 90% of the patents in this industry, and has achieved a leading position in the global industry with its Artemia cysts sold worldwide.
Since the 1980s, Mr. Goe has been sparing no effort to support China's local construction: building Hope Primary Schools, restoring cultural relics such as Huangze Temple and Qianfo Cliff Grottoes, and continuously investing heavily in protecting the Sanjiangyuan Mother River over the years, fulfilling his social responsibilities through practical actions.
He has also authored the university textbook Marketing Management and the book King of Artemia. King of Artemia received high praise from Mr. Fang Quanlin, Director of the Shanghai Municipal Bureau of Culture, Director of the Publicity Department, and Council Member of the China Federation of Literary and Art Circles: “Mr. Goe is upright, kind-hearted and benevolent. Among them, Guangdong Honglin Biotechnology Co., Ltd.—a wholly U.S.-owned enterprise is based in Shantou, Guangdong Province. The company is committed to producing a series of high-quality bio-feed for fish and shrimp larvae, and utilizes U.S.-patented low-temperature drying technology. This technology enables the bio-feed products to be dried and sterilized while retaining their activity, thus ensuring its product quality is highly recognized by users. Currently, all products are exported and sold extensively across Southeast Asia, Europe, and the Americas. It enjoys an excellent reputation in the industry and is among the world's longest-established enterprises in producing shrimp larval feed.
