On November 3, Zhang Qiang, Secretary of the Huairou District Committee, conducted a research visit to enterprises to advance the implementation of the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China. He emphasized the need to thoroughly study and implement the spirit of the Fourth Plenary Session, adhere to the "Four Orientations," aim at the global forefront of science and technology, focus on the scientific direction of Huairou Science City, strengthen comprehensive support across the entire chain in the pharmaceutical and healthcare sector—including scientific research, entrepreneurial incubation, pilot testing, and product production—and foster a more competitive pharmaceutical and healthcare industry ecosystem. This will provide robust support for building an internationally leading demonstration zone for the integrated development of strategic science and technology and contribute to the capital’s efforts to establish a modern, high-level pharmaceutical and healthcare industry hub.

Beijing Honglin Pharmaceutical Co., Ltd. is a wholly foreign-owned enterprise, fully controlled by U.S.-based GoeGoe Honglin Pharmaceuticals. It is a modern pharmaceutical company integrating research and development, production, and sales. During the visit, Zhang Qiang inspected the company’s laboratories, gained insights into its products and patented technologies, and listened to reports on product development, sales, and production operations. He encouraged the company to intensify research and development efforts, promote the iterative upgrading of innovative technologies, launch internationally leading products, advance the development of innovative drugs, and enhance competitiveness in the global market. He also stressed the importance of strengthening communication with the foreign executive team, precisely addressing the company’s needs, and supporting the high-quality development of foreign-funded enterprises in Huairou.

During the visit to Beijing Honglin Pharmaceutical Co., Ltd., Secretary Zhang Qiang inspected the company’s laboratories and gained detailed insights into its product development, sales performance, and production operations.

During the research, Zhang Qiang emphasized that the pharmaceutical and healthcare industry is a strategic emerging sector vital to public health and high-quality economic and social development. It is a key component of building Huairou into a comprehensive national science center and an effective means to foster new quality productive forces tailored to local conditions. Efforts should be made to promote the integrated development of technological and industrial innovation, deepen the convergence of innovation, industrial, capital, and talent chains, support enterprises in tackling globally leading pharmaceutical technologies, and strengthen the modern pharmaceutical and healthcare industry. Leveraging scientific innovation and conference and exhibition resources, high-end forums in the pharmaceutical and healthcare sector should be organized to facilitate international academic exchanges and business cooperation. The industrial ecosystem should be strengthened, with improvements to the collaborative innovation mechanism involving industry, academia, research, and healthcare, and the promotion of cross-integration between medicine and engineering. Enterprises are encouraged to establish joint laboratories and industry-education integration training bases with universities and research institutions in Huairou, building a market-oriented, enterprise-led collaborative innovation system. The digital and intelligent transformation of pharmaceutical manufacturing should be advanced to promote digitalization, intelligence, and green development. A favorable business environment must be fostered by refining the "service package" and "service steward" mechanisms, promoting the establishment of medical device innovation service stations, and improving the service network for the pharmaceutical and healthcare industry.
